The Graphic Ruler Command is only available in layout mode and will make rulers appear at the top and left edges of the database layout. Many developers find the graphic rulers are helpful in placing objects on the layout screen or to get an idea of their size. You can cycle the unit of measurement for the graphic ruler to represent inches, centimeters or pixels.

Another way to see exactly where an object is on the layut or its size is the Object Info Palette (which can also cycle between the units of measurement of inches, centimeters or pixels).
